Update: California Bill Set To Extend OHV Program Approved

Update 4/4/2017: A.B. 1107 was approved by the Assembly Water, Parks and Wildlife Committee on a 9 – 0 vote. The bill will next be considered by the Appropriations Committee.

With the first approval of S.B. 249, off-roading in California looked as if it was taking a turn for the worse. Californians there is still hope! Legislation, A.B. 1077, has been introduced to make permanent the California’s Off Highway Motor Vehicle Recreation (OHMVR) program which is slated to expire at the end of 2017.

California’s OHMVR program was established in 1971. California OHV user taxes and fees directly fund OHV management and facility maintenance. This self-sustaining program doesn’t require general fund taxes.

The OHMVR program provides funds to local, state and federal agencies, educational institutions and nonprofit entities for OHV management on both federal and state lands. OHV use contributes an estimated $20 billion to the California economy and provides high-quality sustainable recreation to nearly six million OHV enthusiasts.

The bill, A.B. 1077, is set to be considered on Tuesday, April 4, 2017. The negative aspects of the bill entail:

• A.B. 1077 would extend the OHMVR program indefinitely; otherwise, the program is scheduled to expire at the end of 2017.
• A.B. 1077 would help protect a program that has been identified worldwide as a successful model for OHV management that supports local economies and benefits conservation and our natural resources.
